(A) Any ethics violations by employees should be reported to their supervisor.
(B) Any ethics violation by department heads or those employees directly responding to the Mayor shall be made to the Mayor.
(C) (1) Any ethics violation by an elected official should be reported to the Ohio State Ethics Commission.

(D) (1) Ohio State Ethics Commission can also provide opinions as to ethical questions by sending them a written request for an opinion before an action is taken.
(2) The Commission can only take complaints after the fact.
