§ 3 UNDER-SPEED AND LOW-SPEED VEHICLES.
   (A)   Definitions.
      UNDER-SPEED VEHICLE. A three- or four-wheeled vehicle, including a vehicle commonly known as a golf cart, with an attainable speed on a paved level surface of not more than 20 miles per hour and with a gross vehicle weight rating less than 3,000 pounds.
      LOW-SPEED VEHICLE. A three- or four-wheeled motor vehicle with an attainable speed in one mile on a paved level surface of more than 20 miles per hour but not more than 25 miles per hour and with a gross vehicle weight rating less than 3,000 pounds.
   (B)   Under-speed vehicles and low-speed vehicles shall be permitted to travel on roads and streets in the village on roads and streets where the speed limit is 35 miles per hour or less.
   (C)   Any under-speed vehicle or low-speed vehicle which travels on any road or street in Marblehead shall have the following:
      (1)   The under-speed vehicle or low-speed vehicle must submit and pass an inspection conducted by a local law enforcement agency that complies with the inspection requirements established by the Department of Public Safety under R.C. § 4513.02.
      (2)   The under-speed vehicle or low-speed vehicle shall be registered in accordance with R.C. Chapter 4503 and shall be titled in accordance with R.C. Chapter 4505.
