No person, firm or corporation, shall engage in the business of tapping sanitary sewers and making connections therewith in the Village without having first obtained a license from the Village to do so. A sewer tap-in license will only be issued after payment of the sewer tap-in license fee as established by Council and full compliance with this Chapter 51.
