The Mayor is hereby authorized and directed to provide for the collection of garbage and refuse and to make rules and regulations for the size of the receptacles, place or location and such other regulations, not inconsistent with the provisions of this subchapter, as may facilitate the collection of garbage and refuse; he may establish rules and regulations for collection and disposal of materials other than garbage and refuse. He shall further have authority to cause a discontinuance of service whenever it shall appear that a person, firm or corporation receiving garbage and refuse collection service has violated any of the provisions of this subchapter or has refused to obey the rules and regulations provided for in this section.
