It shall be unlawful for any person, firm or corporation to throw or deposit any garbage or refuse, or cause the same to be thrown or deposited, upon a sidewalk, street, alley or other public place, or on the property of any other person; or to bury said garbage or refuse upon their own or any other person’s property; or to leave or place, or cause said garbage or refuse to be left or placed, in such a manner as to allow rats, mice, dogs, cats or other animals to feed thereon; or to burn such garbage or refuse anywhere except in indoor incinerators which have been approved by the Mayor.
