After proclamation of a civil emergency, the Mayor may also in the interest of public safety and welfare make any of the following orders:
(A) Order the closing of a business or residence when occupancy of the same would present a clear and immediate danger to its occupants or invitees.
(B) Issue other such orders as are imminently necessary for the protection of life and property.
(C) Issue such orders as are necessary for the health, safety, and welfare of the public.
