The Village Engineer shall make and enforce such rules and regulations as deemed necessary for the safe, economical, efficient management and protection of the water system and for the enforcement of the provisions of this chapter. Such rules and regulations, when not repugnant to existing ordinances of the Village or the laws of the State of Ohio, shall have the same force and affect as ordinances of Council. Any conflict shall be resolved in favor with Federal regulations.
