Provisions of this chapter notwithstanding, delays in the performance of the operator's obligations under the ordinance which are caused by equipment shortages, a state of war or national emergency, acts of God, or any circumstances beyond the control of the operator, as determined by the Council, shall not be construed to be in violation of the requirements set forth herein, and reasonable extensions of time shall be granted therefor.
