The permit ordinance shall take effect and be in force from and after the earliest period allowed by law, and upon the filing by the operator with the Mayor of its acceptance, in writing, of each and all of the terms and provisions of this ordinance; provided, however, if the operator shall fail to file such written acceptance within 30 days after the passage of the permit ordinance by Council, then the ordinance granting its permit shall be null and void.
