13.04.080: SCARCITY OF WATER:
In the event of scarcity of water, whenever it shall, in the judgment of the council, be necessary, the mayor shall, by proclamation, limit the use of water for other than domestic purposes, to such an extent as may be required for the public good. (1986 Code)
