13.04.010: CITY CONTROL OF SYSTEM:
The water and sewer system constructed by the city shall be the property of the city and shall be under the sole and exclusive control of the mayor and council who may, from time to time, direct the construction of such reservoirs, tanks, mains, service pipes and hydrants as the necessities of the inhabitants of the city may require. (1986 Code)
