8.04.090: ACCUMULATIONS OF MANURE:
It shall be unlawful for any person having charge of any stable, stall, shed, apartment or yard in which any animal shall be kept, or in any place within the city in which manure or liquid discharges of any animal shall accumulate or collect, to permit the stable, stall, apartment or yard to be kept in any unclean or unsanitary condition. (1986 Code)
