In cases of neglect or refusal of any person to abate any nuisance defined in this chapter after notice in writing has been served upon him, as provided in section 8.04.030 of this chapter, and within the time notice specified, it is made the duty of the Director of Public Safety to abate and procure the abatement thereof, and the expense of the abatement shall be collected from the person so offending.
