A. For residential projects, the city shall collect water and sewer impact fees prior to the recording of a subdivision plat, and all other impact fees shall be collected prior to the time of building permit issuance, unless:
1. The applicant is entitled to a full credit; or
2. The applicant is not subject to the payment of impact fees.
B. For commercial projects, including, but not limited to, retail, office, institutional, and industrial uses, the city shall collect all impact fees at the time of building permit issuance, unless:
1. The applicant is entitled to a full credit; or
2. The applicant is not subject to the payment of impact fees. (Ord. 2021-07, 3-3-2021)
