§ 37.06 PAYMENT.
   (A)   Payment of fine. Once such notice is given, the person responsible for the violation shall, within days of the time of issuance of the notice, pay full satisfaction of the stated violation schedule to the City Finance Director. The penalty may be paid in person or by mail, and payment shall be admission of the violation.
   (B)   Assessment of certain unpaid fines. Certain unpaid fines for specific property related violations may be assessed against the property which was the subject matter or related to the subject matter of the civil fine or the property which was the location of the activity, use or delivery of city services which resulted in the civil fine.
      (1)   Notice of assessment. Prior to assessment for unpaid fine, the city designee shall seek voluntary payment of the fine by notifying the property owner, in writing of the intended assessment and procedure for making voluntary payment.
      (2)   Procedure for assessments. On or before the first day of September of each year, the unpaid civil fine and late fees against the lot or parcel of land of the noticed party, together with a description of the premises and the name of the supposed owner, shall be certified to the County Auditor and collected in the same manner as taxes or special assessments against the premises.
      (3)   Late fees. A late charge of 15% shall be imposed for each 20 days the penalty remains unpaid after the first 20 day period.
