In recommending variations or conditional exceptions, the Commission shall find the following:
(A) That there are special circumstances or conditions affecting the property;
(B) That the variations or exceptions are necessary for reasonable and acceptable development of the property in question;
(C) That the granting of the variations or conditional exceptions will not be detrimental to the public welfare or injurious to other property in the vicinity in which the particular property is situated; and
(D) The variations or exceptions do not adversely affect the Comprehensive Plan.
