§ 152.046 STREETS AND ALLEYS.
   (A)   (1)   The arrangement of thoroughfares and collector streets shall conform as nearly as possible to existing thoroughfares and streets.
      (2)   Except for cul-de-sacs, streets normally shall connect with streets already dedicated in adjoining or adjacent subdivisions, or provide for future connections to adjoining unsubdivided tracts, or shall be a reasonable projection of streets in the nearest subdivided tracts.
      (3)   The arrangement of thoroughfares and collector streets shall be considered in their relation to the reasonable circulation of traffic, to topographic conditions, to run-off of storm water, to public convenience and safety, and in their appropriate relation to the proposed uses of the area to be served.
   (B)   (1)   Minor streets should be so planned as to discourage their use by non-local traffic.
      (2)   Dead end streets are prohibited, but cul-de-sacs will be permitted where topography or other conditions justify their use.
      (3)   Cul-de-sacs shall normally not be longer than 500 feet, including a turnaround which shall be provided at the closed end, with an outside curb radius of at least 50 feet and right-of-way radius of not less than 60 feet.
   (C)   Where the plat to be submitted includes only part of the tract owned or intended for development by the subdivider, a tentative plan of a proposed future street system for the unsubdivided portion shall be prepared and submitted by the subdivider.
   (D)   When a tract is subdivided into larger than normal building lots or parcels, those lots or parcels shall be so arranged as to permit the logical location and opening of future streets and appropriate resubdivision, with provision for adequate utility connections for resubdivision.
   (E)   Under normal conditions, streets shall be laid out so as to intersect as nearly as possible at right angles, except where topography or other conditions justify variations. The minimum angle of intersection of streets shall be 80 degrees. Street intersection jogs with an off-set of less than 125 feet shall be avoided.
   (F)   (1)   Whenever the proposed subdivision contains or is adjacent to the right-of-way of limited access highway or an established thoroughfare, provision should be made for a marginal access street approximately parallel and adjacent to the boundary of the rights-of-way, or for a street at a distance suitable for the appropriate use of land between a street and right-of-way.
      (2)   The distance shall be determined with due consideration of the minimum distance required for approach connections to future grade separations, or for lot depths.
   (G)   (1)   Alleys shall be provided in commercial and industrial districts, except that this requirement may be waived where other definite and assured provision is made for service access, such as off-street loading, unloading and parking consistent with and adequate for the uses proposed.
      (2)   Except where justified by special conditions, such as the continuation of an existing alley in the same block, alleys will not be approved in residential districts.
      (3)   Alleys, where provided, shall not be less than 20 feet wide. Dead end alleys shall be avoided wherever possible.
      (4)   If unavoidable, dead end alleys may be approved if adequate turn-around facilities are provided at the closed end.
   (H)   Dedication of half streets will not be approved, except where it is essential to the reasonable development of the subdivision and in conformity with the other requirements of these regulations, and where it is found that it will be practical to require the dedication of the other half when the adjoining property is subdivided or where it becomes necessary to acquire the remaining half by condemnation so it may be improved in the public interest.
   (I)   (1)   For all public ways hereafter dedicated and accepted, the minimum right-of-way widths for streets and thoroughfares shall be as follows:
         (a)   Thoroughfare: 80 feet;
         (b)   Collector street: 70 feet;
         (c)   Minor street: 66 feet;
         (d)   Marginal access street: 50 feet;
         (e)   Alley: 20 feet; and
         (f)   Pedestrian way: 10 feet.
      (2)   Where existing or anticipated traffic on primary and secondary thoroughfares warrants greater widths of rights-of-way, these shall be required.
   (J)   (1)   Street grades, wherever feasible, shall not exceed 7%, and in no case shall be less than 1%. Different connecting street gradients shall be connected with vertical parabolic curves.
      (2)   The minimum length of these curves, in feet shall be 15 times the algebraic difference in the percent of grades of the 2 adjacent slopes for collector streets.
      (3)   For minor streets the minimum length shall be 7-1/2 times the algebraic difference in the percent of grade of the 2 adjacent slopes.
   (K)   (1)   Where street center lines within a block have a deflection angle of more than 10 degrees there shall be a connecting curve with a radius adequate to insure a sight distance of not less than 200 feet for minor and collector streets and of a greater radii as the Planning Commission may determine for special cases.
      (2)   There shall be a tangent between all reversed curves of a length in relation to the radii of the curves so as to provide for a smooth flow of traffic.
   (L)   (1)   All proposed streets shall be offered for dedication as public streets. No private streets will be allowed unless a developer requests a private street.
      (2)   A private street will be allowed if the street meets the city standards when being built. The street shall be maintained by an association that shall be responsible at its own expense for maintenance of the street in the development.
      (3)   Maintenance will consist of:
         (a)   Removal of snow and ice, sweeping and patching as required to keep the streets in a safe driving condition in a manner consistent with the city's practices;
         (b)   Crack sealing and seal coating at a frequency and in a manner consistent with the city's practices;
         (c)   Repaving or reconstruction of streets as required and in a manner consistent with the city's practices; and
         (d)   Street lighting, installation and electrical cost of street lights on the private street will be at the association’s cost.
