§ 150.14 INITIATION OF PUBLIC IMPROVEMENT PROJECTS.
   (A)   Action by City Council. The City Council may initiate an improvement when, in its judgment, the action is required for the best interest of the city.
   (B)   Citizen petition.
      (1)   Public improvement projects may be initiated by petition of no less than 35% of the affected property owners.
      (2)   Petitions must be received by the City Administrator's office prior to May 1 of any year.
      (3)   If the petitioned project includes improvements to 1 or more of the following: sanitary sewer, storm sewer, sump pump lines, grading and graveling or water main: petitions must be received by the City Administrator's office prior to January 1 on any year.
      (4)   Petition for improvements submitted after that date will be received and acted upon during that year only by special consent of the City Council, or will be acted upon the following year.
