§ 150.09 STREET DISTRIBUTION.
   (A)   New permanent street construction.
      (1)   Permanent street construction assessable costs: 100% of project cost will be assessed against benefiting, abutting property on a front footage basis.
      (2)   New permanent street will be considered any street without curb and gutter.
   (B)   Permanent street reconstruction. Permanent street reconstruction assessable costs: 50% of total project cost is assessed to benefitting, abutting property on front footage basis, and the remaining 50% of project costs is a city cost.
   (C)   Intersections. The cost of constructing or reconstructing street intersections shall be paid by the
city.
   (D)   Alleys. All new and reconstructed alleys shall be assessed 100% to adjoining property owners on a front foot basis. The cost for all alley entrances (20 feet in width) to a street shall be at city cost.
   (E)   Driveways.
      (1)   Driveways are constructed in conjunction with street or sidewalk construction.
      (2)   Driveways are a benefit only to the affected property and all costs of driveway construction and reconstruction shall be borne and assessed 100% against benefitting property on a cost per square yard basis.
      (3)   A driveway approach will be of standard size and no wider than 32 feet in width without the consent of the City Council.
   (F)   Overlays. Total project cost for overlay street construction is 100% assessable against abutting property. Cost of the intersections shall be a part of the project cost assessed to abutting property.
   (G)   Temporary street construction. Total project cost for temporary street construction is 100% assessable against abutting property.
   (H)   Street boulevard trees. All street boulevard trees installed as part of new street constructions or in reconstructing existing streets shall be included as part of the overall project costs included in the assessment calculations.
   (I)   Street lights.
      (1)   All costs for new streetlights installed as part of constructing new streets or streetlights relocated as part of reconstructing streets are included in the overall project costs and included in the assessment calculations.
      (2)   In new subdivisions, the city may require the developer to finance street light improvement rather than assessing the cost.
   (J)   Sidewalks.
      (1)   The City Council has declared that safe sidewalks are a necessary and essential component of the city facilities and as so are a direct benefit to the adjacent property owners.
      (2)   The cost of sidewalk construction will be assessed on the same formula used for reconstructed streets.
