§ 150.08 SANITARY SEWER SYSTEM.
   (A)   Trunk sewer systems. Trunk sanitary sewer systems include improvements such as treatment facilities, lift stations and sanitary sewer service mains in excess of 8 inches.
      (1)   Assessable costs. If an improvement benefits the entire system, then total project costs may be assessed. In the case of trunk sanitary sewers, benefited parties will be assessed in like manner as benefitted parties under lateral sanitary sewer lines.
      (2)   Distribution of assessments. Per hook-up basis, unless determined by the Council that the assessment should be on an area basis.
      (3)   Laterals. Defined as sanitary sewer lines 8 inches in diameter to a depth of 12 feet. Sanitary sewer service line in excess of 12 feet in depth, the excess cost will be at city cost.
      (4)   Assessable costs.
         (a)   For reconstruction or lining of laterals, the assessable cost is 50% of project cost. For new lateral construction, the assessable cost is 100% of project cost. For new lateral construction, the total project cost will be assessed on a per hook up basis for benefitting property owners.
         (b)   For repair and replacement, the benefitting properties will be assessed 50% of the project cost on a flat rate basis. Calculated by 50% of the cost of the project divided by the number of hookups. This assessable cost does include the cost of service lines within the city right-of-way, which is defined below.
      (5)   Services lines. Defined as a sanitary sewer line that allows individual connection of a building to the community sanitary sewer system.
      (6)   Assessable costs. The assessable cost is based on the entire project cost of the service line within the city right-of-way.
      (7)   Maintenance. The cost of repair, maintenance or replacement of sanitary sewer service lines is the responsibility of the property owner.
      (8)   Oversized lines.
         (a)   In the event that oversized sewer trunk lines, over 8 inches in diameter, is required for the purpose of providing service to areas beyond the area or development under consideration, then the assessable cost shall be the cost for the installation of the installation of a line 8 inches in diameter.
         (b)   Any additional cost for the increase in line diameter shall be assumed by the city.
   (B)   Storm sewer; trunk lines and sump pump lines. The installation of storm sewer, under drains and sump pump lines shall be required for all new street construction or any street reconstruction.
      (1)   Under drains. Defined as a perforated tile line constructed along the edge of a street to remove ground water.
      (2)   New construction; new developments. When storm sewer facilities are installed in areas of new development, 100% of the cost of new truck storm sewer lines and sump pump lines shall be assessed against the benefitting properties on a frontage basis.
      (3)   Reconstruction; sump pump distribution lines: (under drains). Under drains will be added to all street and or utility projects as deemed necessary by the City Council.
      (4)   Assessment costs.
         (a)   The assessable cost is based on 50% of the total cost of the project is assessed to each abutting property and the remaining 50% of the project is assessed to the storm sewer district of Mapleton.
         (b)   All sanitary sewer trunk lines and sump pump lines shall meet the minimum specifications of the City Engineer.
      (5)   Culverts.
         (a)   Culverts, storm water inlets and other drainage facilities will be required where, in the opinion of the City Engineer, they are necessary to insure adequate storm water drainage for the area.
         (b)   The City Engineer will decide in each area where and what size culvert is needed in each area. The culvert will be installed by the city.
         (c)   All maintenance of the culvert will be the responsibility of the property owner. The culvert will be put in a manner so that it slopes along the driveway edge to avoid any drop off areas in the driveway or in the ditch.
         (d)   All existing culverts will be cleaned and maintained by the property owner.
