§ 150.07 WATER DISTRIBUTION.
   (A)   Trunk water systems.
      (1)   Defined as those improvements necessary to provide, purify and distribute water throughout the city.
      (2)   Like improvements shall include treatment facilities, wells, water towers and water mains 8 inches in diameter or greater.
   (B)   Assessable cost. If an improvement generally confers system wide benefits, the total project cost may be assessed.
   (C)   Distribution of assessments. Where property has been subdivided for residential or commercial purposes, the assessment will be a hook up basis. Where land has not been subdivided, or is in use for other than residential purposes, the assessment may be on an area basis.
   (D)   Laterals. Defined as water mains of 6 inches or less in diameter.
   (E)   Assessable costs.
      (1)   The assessable cost for construction of new laterals is 100% of project cost.
      (2)   For repair and replacement, the benefitting properties will be assessed 50% of the project cost on a flat rate basis.
      (3)   Calculated by 50% of the cost of the project divided by the number of hook-ups to equal a flat rate for each hook up in the project. The remaining 50% shall be a city cost.
      (4)   This assessable cost does include the cost of service lines within the city right-of-way, which is defined below.
   (F)   Distribution of assessments. Unless otherwise specified by the Council, the assessable cost will be distributed on a hook-up basis.
   (G)   Service lines. Defined as a water distribution line that allows individual connection of a building to the community water system.
   (H)   Assessable costs. The assessable cost is based on the entire project cost for the service lines within the city right-of-way.
   (I)   Maintenance. The cost of repair, replacement and maintenance of water service lines is the responsibility of the property owner.
   (J)   Oversized lines.
      (1)   In the event that oversized trunk water lines, over 6 inches in diameter, is required for the purpose of providing service to areas beyond the area or development under consideration, then the assessable cost shall be the cost for the installation of a line 6 inches in diameter.
      (2)   Any additional cost for the increase in line diameter shall be assumed by the city.
      (3)   All water main trunk lines and laterals shall meet the minimum specifications of the City Engineer.
