§ 150.01  GENERAL.
   (A)   The special assessment is a tool or device used by cities to finance capital improvements. The City Council is authorized to levy special assessments by M.S. Chapter 429. Chapter 429 outlines the special assessment process that cities are required to follow.
   (B)   This policy establishes a procedure for making public improvements and levying special assessments in a fair and consistent manner, when an improvement conveys special benefit to properties to finance those improvements.
   (C)   It is the policy of the City Council that the amount of the assessment for public improvements should not exceed the special benefit to the property.
