§ 31.03 DUTIES OF POLICE.
   (A)   Members of the Police Department shall enforce the ordinances and laws applicable to the city, bring violators before the county court, and make complaints for offenses coming to their knowledge.
   (B)   Members of the Police Department shall serve processes on behalf of the city and shall serve notices as may be required by the Council or other authority.
   (C)   All these fees shall be paid into the city treasury.
