(A) Definitions.
INOPERABLE, ABANDONED OR JUNKED VEHICLE. Any motor vehicle or trailer as defined in this chapter, which does not have lawfully affixed current state registration or license plates or plates, pursuant to M.S. § 168B.011 subd. 3, or the condition of which is wrecked, dismantled, partially dismantled, inoperative, abandoned, discarded or any debris from a motor vehicle or trailer.
MOTOR VEHICLE. Any vehicle which is self-propelled and designed to travel along the ground and shall include, but not be limited to, automobiles, buses, motorbikes, motorcycles, motor scooters, trucks, tractors, go-carts, golf carts, and watercraft.
TRAILER. An unpowered vehicle towed by a motor vehicle and shall include, but not be limited to, campers, wheeled fish houses, watercraft trailers, enclosed or open trailers.
VEHICLE. Includes all motor vehicles and trailers.
(B) Storing or parking.
(1) It is unlawful for any person to park, store or leave any junked vehicle, whether attended or not, upon any public or private property within the city.
(2) It is unlawful for any person, as an owner of or an occupant having control of private property within the city to permit the parking, storing, or leaving of any junked vehicle upon private property.
(3) It is unlawful for any landlord of any rental property to allow junked vehicles on the property.
(4) A car cover or any cover is not allowed to store a junk vehicle.
(5) A racecar that is driven weekly may be stored in the backyard of a residential property. It must be 10 feet off the side and rear property line. It must have a car cover when it is not in use.
(6) A derby car can be at a property no longer than 3 months. It must be 10 feet off the side and rear property line. It must have a car cover when it is not in use.
(7) Any vehicles described in this section constitute a hazard to the health and welfare of the residents of the community in that the vehicles can harbor noxious diseases, furnish a shelter and breeding place for vermin and present physical danger to the safety and well-being of children and citizens; and vehicles containing fluids which, if released into the environment, can and do cause significant health risks to the community.
(C) Exception.
(1) Junk vehicle is within an enclosed building or structure lawfully situated upon private property or is so parked, stored or left upon private property lawfully zoned and operated as a junkyard.
(2) A race car that is driven weekly may be stored in the backyard of a residential property. It must be 10 feet off the side and rear property line. It must have a car cover on the race car when it is not in use.
(3) A motor vehicle that is going to be a derby car can be at a property no longer than 3 months. The derby car must be parked in the back yard with a car cover over it at all times. No more than 1 derby car per property.
(4) A car cover is not allowed to store a junk car.
