§ 92.02 SNOW, ICE, DIRT AND RUBBISH.
   (A)   Duty of owners and occupants.
      (1)   The owner and the occupant of any property adjacent to a public sidewalk shall use diligence to keep the walk safe for pedestrians.
      (2)   No owner or occupant shall allow snow, ice, dirt or rubbish to remain on the walk longer than 36 hours after its deposit thereon.
         (a)   The full width of the sidewalk shall be cleared of snow, dirt or rubbish within 36 hours after it has been deposited thereon or after the snow has ceased to fall.
         (b)   Ice shall be removed within 36 hours after it has been formed on sidewalks, or the sidewalk will be fully covered with sand, salt or a similar substance.
   (B)   Removal by city.
      (1)   In the event the owner fails to remove the snow, dirt and rubbish, a Public Works employee or a person hired by the city may remove from all public sidewalks all snow, dirt and rubbish as soon as possible, beginning 36 hours after any matter has been deposited thereon or after the snow has ceased to fall.
      (2)   In the event the owner fails to remove the ice or does not sand or salt the ice, the Public Works Department or a person hired by the city may remove the ice or sand or salt public sidewalks, beginning 36 hours after the ice has formed.
      (3)   The Public Works Department or the person hired by the city shall keep a record showing the cost of the removal or sanding or salting adjacent to each separate lot and parcel, and shall deliver the information to the City Administrator.
