§ 90.017 MAILBOXES.
   (A)   The installation and maintenance of mailboxes or receptacles for the receiving and sending of mail by residents is permitted within the right-of-way of the public streets subject to the standards and regulations of the United States Postal Service and standards and regulations as may from time to time be promulgated by the city not otherwise set forth in this section.
   (B)   Residents may continue to use post office boxes at the local post office. The use of street receptacles is not required.
   (C)   The mailbox must be installed along the side of the street, and in a manner so as to not interfere with or impede the normal flow of vehicle traffic.
   (D)   (1)   Residents replacing existing mailboxes or adding a new mailbox will apply for a permit at City Hall. All replacement mailboxes or new installs shall be clustered, if possible.
      (2)   A permit will be obtained from the city and must be approved by the local postmaster, City Administrator and City Public Works Department. There will be no fee for this permit.
   (E)   Any handicapped or elderly person who would have difficulty using a group box location may be exempt from this section upon notification of handicap or physical condition to the City Administrator and the local postmaster.
   (F)   Group mailbox stands shall not be located in any cul-de-sacs if possible. Box locations will be allowed on streets entering and leaving the cul-de-sac.
   (G)   The City of Mapleton shall have no obligation to ensure that during snow removal operations, snow is plowed in a manner so as to permit access to any mailbox. It shall be the obligation of the owner of the mailbox to remove any necessary snow to permit postal service access to the mailbox.
   (H)   Maintenance of the mailbox and platforms shall be the responsibility of the residents served.
   (I)   (1)   The City of Mapleton will not paint “No Parking” lines on the curb by any mailbox.
      (2)   There shall be no parking in front of a mailbox within the City of Mapleton during the hours of 9:00 a.m. to 4:00 p.m. Monday through Saturday, which would prevent the distribution of mail by the United States Postal Service.
      (3)   Postal carriers must be able to drive into and out of the delivery area without backing up.
      (4)   The City Council shall have the power to order the removal of any mailbox or support thereof which violates the requirement of this section.
   (J)   Any person violating any provision of this section shall be subject to the penalty upon conviction for a fine to the amount as provided for a petty misdemeanor by state statue as may be amended from time to time.
