SCHEDULE I.  USE OF ROLLER DEVICES.
   (A)   Definitions. For the purpose of this schedule, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      ROLLER BLADES.  A form of skate with spherical shaped wheels constructed in-line and made of rubber or other synthetic material.
      ROLLER DEVICES.  Include skate boards, roller skates and roller blades.
      ROLLER SKATES.  A form of skates with small wheels or rollers instead of a runner.
      SKATE BOARD.  A device for riding upon, usually while standing, consisting of an oblong piece of wood or of other composition mounted on skate wheels.
   (B)   (1)   It is unlawful to use a roller device on a sidewalk, street or parking lot within the area boarded by the following.

      (2)   It is also unlawful to use a roller device on the following.

Streets
Sidewalks
Adjacent to Main Street or on Main Street between First Avenue NE and Central Avenue (County Road 7)
 
      (3)   City residents living within the above-designated area and on the above-described portion of Main Street may use roller devices:
         (a)   On their own property; and
         (b)   To travel to and from the permitted areas in the city, subject to the provisions of divisions (C) through (E) below.
   (C)   It is unlawful for any person to operate a roller device upon a public or private street, highway sidewalk, or parking lot carelessly or recklessly in disregard of the rights of others, or in a manner that endangers or is likely to endanger any property or any person, including the operator of the roller device.
   (D)   It is unlawful to use a roller device on any other public right-of-way or city-owned land where the use of roller devices has been prohibited by resolution of the City Council and the area has been posted with signs indicating that the use of roller devices has been prohibited.
   (E)   A person lawfully operating a roller device on a sidewalk, street or parking lot has the rights and duties applicable to a pedestrian under the same circumstance and must obey all traffic signs.
