§ 71.02  TRUCK ZONES, LOADING ZONES AND THE LIKE.
   (A)   Establishment.
      (1)   The City Council may by resolution establish spaces in streets as loading zones or truck zones.
      (2)   The City Council shall specify in the resolution the times when zone is a loading zone or truck zone.
      (3)   A Public Works employee shall mark each zone by appropriate signs.
   (B)   Truck zone prohibitions.
      (1)   During truck zone hours, no person shall stop, stand or park any vehicle except a truck in a truck zone.
      (2)   No person shall stop, stand or park a truck in a truck zone during truck zone hours except to receive or discharge passengers or freight and then only for a period no longer than is necessary for the purpose.
   (C)   Loading zone prohibitions.
      (1)   During loading zone hours, no person shall stop, stand or park any vehicle in a loading zone except to receive or discharge passengers or freight and then only for a period no longer than is necessary for the purpose.
      (2)   No person shall occupy a loading zone with a vehicle other than a truck for more than 5 minutes during those hours.
   (D)   Property owner initiative.
      (1)   Any person desiring the establishment of a loading zone or truck zone abutting premises occupied by him or her shall make written application therefor to the City Council.
      (2)   If the Council grants the request, the proper city officer shall bill the applicant for the estimated cost of placing signs and of painting the curb.
      (3)   When the amount is paid to the City Treasurer, a Public Works employee shall install the necessary signs and paint the curb.
   (E)   Semi-trailer parking. No person shall allow a semitrailer to stand or be parked unattached from a tractor unit for any length of time on any street in the city except in an emergency in order to change tractors.
   (F)   Travel trailer, recreational vehicle and trailer parking.
      (1)   It is unlawful to park a commercial vehicle truck, truck-trailer, tractor-trailer, vehicle equipped with a trailer, trailer, utility trailer within an area zoned as residential district except for the purpose of loading or unloading the same.
      (2)   The truck or trailer may only be parked in a residential district during the time it is actually engaged in continuous actual acts of loading or unloading otherwise parking shall not be allowed in a residential district.
      (3)   It shall be unlawful for an person to leave or park a travel trailer, pickup camper, motor home, camping trailer, boat, boat and trailer, utility trailer on any street, or in a city-owned parking lot in the city for a continuous period in excess of 24 hours, without prior approval from the Mapleton Police Department, except where signs are erected designating the place as a camp site or in a mobile home park.
      (4)   Camping is not allowed in aforementioned vehicles in a city-owned parking lot in the City of Mapleton without prior approval from the Mapleton Police Department
   (G)   Service of vehicles. It shall be unlawful for any person to service, repair, assemble or disassemble a vehicle parked upon a street, alley or city-owned parking lot, or attempt to do so, except to service a vehicle with gas or oil, or to provide emergency repairs, but in no event for more than 48 hours.
   (H)   Penalty. Any person convicted of violating any provision of this section shall be guilty of a petty misdemeanor.
   (I)   Time limitation on parking in city-owned parking lots.
      (1)   No car, truck, truck-tractor, semi-trailer, recreation vehicle, trailer or any other type of vehicle may be parked for a period in excess of 24 hours.
      (2)   There shall be no storage of any material of any kind left on a city-owned parking lot in excess of 2 hours at any time.
   (J)   Parking for special purposes.
      (1)   Whenever a person, firm or corporation is in need of a special parking privilege for loading, commercial or any other purposes, written application shall be made to the city requesting a privilege.
      (2)   This privilege may be granted by the City Council.
