(A) The City Council may by resolution designate any street or portion of a street as a school speed zone.
(B) Upon the erection of appropriate signs by a Public Works employee designating the beginning and ending of the speed limit zones, no person shall drive a vehicle within the zones designated by this section in excess of 15 mph when children are present, going to or leaving school during opening or closing hours or during school recess periods.
