Any permanent sign or permanent sign structure lawfully existing or under construction at the time of the adoption of this title, or of a later amendment, but whose location or use does not conform with the regulations set forth herein, shall be known as nonconforming. Nonconforming signs shall be registered with the director. No billboards in existence at the time of the adoption of this chapter shall be allowed to continue past January 1, 2001.
