9-12-2: OFF STREET PARKING GENERAL REQUIREMENTS:
   (A)   The duty to provide and maintain off street parking space shall be the joint and shared responsibility of the operator and/or owner of the use and/or land for which off street parking space is required to be provided and maintained.
   (B)   For land, structures, or uses actually used, occupied, or operated on the effective date of this title, there shall be provided such off street parking space as was required for such land, structures, or uses by any previous ordinance. However, if such land, structure, or uses are enlarged, expanded, or changed, determination shall be made by the code enforcement officer regarding the number of off street parking spaces that shall be required, taking into consideration all aspects being affected by such enlargement, expansion or change. In no event shall the required number of parking spaces be less than the sum of previously required spaces plus required spaces under this title for the additional area of the enlargement, expansion or change.
   (C)   For all uses established or placed into operation after the effective date of this title, there shall be constructed, provided, preserved, and maintained the amount of off street parking space hereinafter set forth.
   (D)   All off street parking space, whether provided in accordance with the provisions of this title, or in accordance with the provisions of any former ordinance, shall be maintained as hereinafter required.
   (E)   Parking and loading spaces for all uses may be provided in garages or parking areas, with or without charge, conforming with the provisions of this title.
   (F)   Construction vehicles may be parked on the job site and off the street.
   (G)   No vehicle may be parked in any residential front yard, rear yard, or side yard except upon a regularly constructed residential driveway, and provided that the vehicle is pulled up beyond the sidewalk and no visual or other type of hazard is created.
   (H)   Multipurpose utility trailers and recreational vehicles, including, but not limited to, vehicles, travel trailers, pickup campers or coaches, motorized dwellings, tent trailers, boats, snowmobiles, trailers, dune buggies and other equipment designated for recreational use, shall not be parked on any residential street or parking lot, but may be parked in the residential front yard on a driveway, clearing sidewalks with no visual or other type of hazard created. Recreational vehicles that, due to size, will not fit in the driveway or side concrete pad may be parked by resident property owners or their guests on the street in front of their house only for a period of seventy two (72) hours for loading, unloading or visiting provided no visual or other type of hazard is created and after notification to and approval by the police department.
   Recreational type vehicles may be parked on owner's property to the side of the principal building, in relation to the front of the home, provided it meets the following requirements:
      1.   The vehicle does not encroach into a neighbor's yard;
      2.   The vehicle does not cause a safety hazard;
      3.   The vehicle does not cause a visual obstruction;
      4.   The vehicle sits on a concrete pad approved by the building department;
      5.   The vehicle is kept in operable condition;
      6.   The vehicle is not used for any other purpose than it was designed for; and
      7.   The vehicle is at the location to the side of the home.
      8.   The vehicle has valid registration.
   This section shall not apply to any recreational vehicle used as a temporary residence in front of or at the side of the home, if still on the homeowner's property, provided the recreational vehicle does not remain on the property for more than one hundred twenty (120) hours.
   (I)   Semitrucks or semitrailers are allowed only on established truck routes as identified under section 7-11-1 of this code. Parking of any semitruck or semitrailer is prohibited in all residential districts.
   (J)   Any application for a building permit or for an occupancy certificate where no building permit is required, shall include a plot plan drawn to scale and fully dimensioned showing any off street parking or loading facilities to be provided in compliance with this title.
