7-14-7: CAPACITY LIMITATIONS:

It shall be unlawful for any person to drive or operate a nonhighway vehicle upon any roadway within the village of Manteno while transporting or carrying more occupants than the nonhighway vehicle is designed to transport or carry as determined by the number of permanent individual seats provided in the nonhighway vehicle.
