The police chief is hereby authorized to mark traffic lanes upon the roadway where in his opinion a regular alignment of traffic is necessary. Where such lanes have been marked, it shall be unlawful for the driver of any vehicle to fail or refuse to keep his vehicle within the designated boundaries of any such lane except where lawfully passing another vehicle.
