(A) State registration plates issued for a motor vehicle other than a motorcycle shall be attached thereto, one in the front and the other in the rear. The registration plate issued for a motorcycle or other vehicle required to be registered by state law shall be attached to the rear thereof.
(B) Every such registration plate shall at all times be:
1. Securely fastened in a horizontal position to the vehicle for which it is issued so as to prevent the plate from swinging;
2. Fastened in a place and position to be clearly visible;
3. Maintained free from foreign materials and is in a condition to be clearly visible. (1956 Code § 14-53)
