The local improvement chairman and his committee are further authorized and encouraged to plan for the equitable distribution of park equipment among said parks, whether acquired by purchase, donation, or otherwise, and to keep such records as are necessary to aid in administering said park system and in anticipating future appropriation requirements for park purposes.
