Said local improvement chairman is authorized and encouraged to consider all offers to lease such premises; to develop an overall plan to distribute such parks as equitably as possible throughout the village; to secure the execution by the owner of a lease on such lots as shall fit into said overall plan and to present said executed leases to the village board from time to time for its approval.
