No person shall move, carry or convey from one place to another within the village, without a permit from the board of health, any person having, or suspected of having, any contagious, epidemic or communicable disease; nor shall any person cause, contribute or promote the spread of any contagious, epidemic or communicable disease from any person having, or suspected of having such disease, or by any exposure of any such sick person or the body of a person dead of such a disease, or by a needless exposure of himself, or by any negligent act in connection with the care or custody of such sick person or dead body.
