Any person who has any reason to regard any individual in the village as neglected or not properly cared for, and any physician who hears of any such sick person and has reason to believe such sick person requires the attention of the board of health shall at once report the facts to the board of health regarding the disease, condition, dwelling place and position of such sick person.
