No person shall drop, throw or place any used facial tissue or paper handkerchief upon any public way or other public place or upon the floor of any public conveyance or upon the floor of any theater, hall, assembly or public building or upon the surface of any lot or parcel of ground or on the roof of any building or in any light or airshaft, court or areaway.
