All weeds which, due to pollination, are a menace to health are hereby declared to be a public nuisance.
It shall be unlawful for any person owning, leasing, occupying or controlling any plot of ground to permit the growth of such weeds thereon.
All such weeds shall be pulled or destroyed by the owner, lessee, tenant, occupant or person in control of said plot of ground at least twice each year, once between July 1 and July 15, and once between August 1 and August 15, of each year.
Any failure to destroy such weeds within the designated periods shall constitute a violation of this section. (1956 Code, Sec. 23-8)
