3-23-7: SECURED PREMISES:
   (A)   All publicly accessible entry doors of a hotel shall: (i) have operating automatic closures with keycard access for entry; (ii) remain locked at all times between the hours of nine o’clock (9:00) P.M. and six o’clock (6:00) A.M.; and (iii) be equipped with an audible or visible chirp, alarm, strobe or other device to alert hotel employees that a door has been opened or remains opened. An existing hotel shall come into compliance with this subsection no later than six (6) months following the issuance of the initial hotel operator's license.
   (B)   Newly constructed hotels shall require magnetic or electronic keycard/locking devices for access to all publicly accessible entry doors.
   (C)   The requirements of this section are not applicable to: (i) entry points that enter directly into the lobby of the hotel as long as the lobby is physically manned by a bona fide employee twenty-four (24) hours a day; or (ii) entry points that enter directly into a banquet hall, conference room, or other facility utilized for a special event or meeting hosted by a hotel as long as there is a bona fide employee staffing the banquet hall, conference room, or other facility utilized for the duration of that event.
