3-23-2: LICENSE REQUIRED:
It shall be unlawful for any person to operate a hotel, take a reservation, or rent any room in a hotel without a valid hotel operator's license. Licenses issued under this chapter shall be issued in the name of the proprietor/owner and shall apply to and authorize the rental of all rooms on the premises of the hotel for which it is issued.
