The city shall review the land use assumptions and Capital Improvements Plan for roadway facilities at least every five years. The City Council shall then make a determination of whether changes to the land use assumptions, Capital Improvements Plan or impact fees are needed and shall, in accordance with the procedures set forth in the Local Government Code, Ch. 395, or any successor statute, either update the fees or make a determination that no update is necessary.
