No application for new development shall be approved within the City without assessment of impact fees pursuant to this chapter, and no water and wastewater tap shall be issued and no building permit or certificate of occupancy shall be issued unless the applicant has paid the impact fees imposed by and calculated hereunder unless expressly executed by a provision of this chapter.
