The Building Official shall inspect the building before issuing a permit for moving, and if he/she deems the building to be in a condition that would make it unsafe or dangerous to move over public streets or grounds; or if the building does not reasonably meet the requirements of this code and other building regulations pertaining thereto and cannot be made to meet the requirements at its new site, if within the city; no permit shall be issued.
