Place numbers shall be assigned to each member of the Board. Places that are odd-numbered shall be appointed in odd-numbered years, and even-numbered places shall be appointed in even-numbered years. The term of office for Board members shall be for two years. Vacancies shall be filled for an unexpired term in the same manner as the original appointments. Continued absence of any member from regular meetings of the Board shall, at the discretion of the City Council, render any such member liable to immediate removal from office. Members shall serve at the will and pleasure of the City Council.
