The city may issue a citation for a violation of § 130.52(A) 21 calendar days after notice of the violation. Notice is deemed to have occurred as follows:
(A) On the day notice is personally delivered to the owner.
(B) Three days after written notice was mailed to the owner.
(C) If notice is by publication, on the date that the second notice is published.
