Any person whose application for a wrecker permit has been denied, suspended or revoked by the Chief of Police shall have the right to appeal, in writing, the denial, suspension or revocation to the City Manager within ten calendar days after notification of the denial, suspension or revocation. The City Manager shall review the matter and may uphold, modify or reverse the denial, suspension or revocation of the wrecker permit. The decision of the City Manager shall be final.
