It shall be unlawful for a certificate holder to permit any person to drive a taxicab under authority of the certificate unless the person shall have been issued a permit in accordance with this subchapter. Every person employed by a certificate holder and desiring to drive a taxicab in the city shall apply for and obtain a permit from the City Manager, or the person designated by the City Manager.
