The annual license fee shall be $25 for each establishment. If the license is obtained between January first and June thirtieth, inclusive, of any year, the full amount of the fee shall be paid; if the license is obtained between July first and December thirty-first, inclusive, of any year, the fee shall be one-half of the amount. No refund shall ever be made of any license fee.
